This "Cal-Look" bumper is very popular with the crowd that likes to customize their VW. Originally, these bumpers came on the later Mexican Beetles, but they became popular in the US when folks started shaving their turn signals in the fenders....

Many VW enthusiasts choose to run the "blade" style bumpers on their early cars, rather than running the full over-rider equipped bumpers. This leaves unsightly holes in the fenders where the support tubes used to be. These plugs fill those holes.
